INTERNATIONAL LABOUR SAFETY STANDARDS IN THE SMALL-SCALE FISHING INDUSTRY

Abstract

The International Labour Organisation (ILO) strategic approach toward many labour standards issues is to focus on individual sectors usually by way of collaboration with relevant oganisations in those sectors. One sector that has attracted its attention is the fishing sector including the small scale fishing sub-sector. This is against the background of the enormous contribution of that sector: the primary industry of catch fisheries and aquaculture is expected to employ over 59 million people. This comprises 37% who are employed full-time, 23% who are employed part-time, and the remainder who is either occasional fishermen or have an unclear status. More than 15 million people work full-time on fishing boats, most being small scale fishers.
